Office-Based Facility Association (OBFA) Applauds Bipartisan Reintroduction of the Promoting Fairness for Medicare Providers Act
Washington, D.C. – The Office-Based Facility Association (OBFA) today applauds the bipartisan reintroduction of the Promoting Fairness for Medicare Providers Act by Representatives Gus Bilirakis (R-FL-12), Raul Ruiz, M.D. (D-CA-25), Greg Murphy, M.D. (R-NC-3), and Danny Davis (D-IL-7). OBFA commends these representatives for their leadership in advancing legislation that is critical to preserving the independent, office-based physician practices that deliver accessible, high-quality, cost-effective care to Medicare beneficiaries across the country.
Independent office-based providers operate in the lowest-cost care setting in the American healthcare system, and they serve patients in both urban and rural communities where hospital-based alternatives may be distant or unavailable. Yet for years, Medicare Physician Fee Schedule policies have imposed disproportionate cuts on office-based proceduralists—cuts made without adequate regard for actual resource costs, patient outcomes, or the impact on access to care. These policies have contributed to a dramatic decline in private practice, accelerated health system consolidation, and left patients—particularly in rural and underserved areas—with fewer choices and longer distances to travel for care.
The Promoting Fairness for Medicare Providers Act takes meaningful action to address these long-standing inequities by aligning Medicare payment rates for procedures with high supply costs across care settings. This bipartisan legislation will help ensure that independent, office-based physicians can continue to provide the services Medicare patients need in convenient community settings, rather than being forced to close their doors or refer patients to costlier alternatives.
"OBFA thanks Representatives Bilirakis, Ruiz, Murphy, and Davis for their unwavering commitment to fair Medicare payment policy," said OBFA spokesperson, Jason McKitrick. "Office-based providers are the backbone of community-based care. This bill is about far more than payment rates—it is about preserving patient access, protecting independent medical practice, and ensuring that Medicare fulfills its promise to America's seniors. We urge Congress to move this bill forward without delay."
